In 12.1.X instance while starting services after clone the following error occured.

Due to this error opmn managed services are not started.

$ adopmnctl.sh startall

You are running adopmnctl.sh version 120.6.12010000.3

opmnctl: starting opmn and all managed processes...
Response: not enabled: libopmnoc4j
Response: not enabled: libopmnoc4j
Response: not enabled: libopmnoc4j

The reason for the above issue is opmn configuration is not proper.

$ORA_CONFIG_HOME/10.1.3/opmn/conf/Opmn.xml might be corrupt or there might be some junk charcter in the opmn.xml

Verify opmn.xml and make sure its proper.

If the issue still persist run adadmin - Relink applications, Its should complete without any errors.
